The cut is a right next to the ingrown part but it's above the nail. If I try to pry the nail up I end getting hurt really badly because of the cut. No, you are doing all you can. Once the cut has healed, you can have the ingrown toe nail fixed. They can be very uncomfortable at times. Its not a pleasant procedure, so if it normally doesn't bother you, you may want to just keep that nail filed short and hope it works it's way out. Try soaking them in Epsom salt. Your nail and skin will get soft enough for you to do what you have to do. You can get Epsom salt at any drug store it's pretty inexpensive.
